Blackwood's letter of the 30th of January, and in the 3rd paragraph of his letter of the 19th of April, appear to have arisen from a want of sufficient information as to the cost of the Shanghai Agency, which was not directly mentioned in M.Stewart's despatch 2299 of the 10th of September, 1889, inasmuch as it was not proposed to increase the salaries of the officers there this year.
In 1869 the cost of the Agency at that Port was:
Postmaster's salary, $2,400 Clerk, $720 $3,120half the Postmaster's salary being paid out of Imperial Funds, and half by the Colony, whereas it is now:
Postmaster $2880 Clerk, $1,200 Additional Clerk, $600 Shroff, $300 $4,980.4.
